THE PROJECT
|
Atlanta’s COVID-19 Rental Assistance Program is a $22 million program funded by CARES Act stimulus funds that is launched in September 2020 and is expected to serve approximately 8,300 households with rental and utility assistance, with maximum assistance of $1,000 per month per household for three months. Assistance is paid directly to the landlord, who in exchange, must forgive all past rent. The program is run by a third-party central administrator, United Way of Greater Atlanta, which operates a hotline and central application portal, as well as managing a network of community-based service providers whose role is to conduct program intake.
HIP is working with the City of Atlanta and the third-party administrator to: 1) evaluate the impact of rental assistance on tenants' short- and long-term housing, health, education, and economic outcomes through a longitudinal survey linked with administrative data; 2) evaluate landlord participation in the program through surveys; and 3) evaluate the experience of community-based service providers through a survey. |
