CLEVELAND

HIP has partnered with the City of Cleveland's Department of Housing and Community Development to advise the development of the City's $11.3 million CARES Act Rental Assistance Program.

THE PROJECT
Cleveland’s CARES Act Emergency Rental Assistance Program is an $11.3 million program funded by a combination of CDBG-CV, ESG-CV, and HOME dollars. The assistance (up to $600 per month per household for up to 12 months) is provided on a rolling basis by a network of ten community-based nonprofits. The first applications were accepted on July 1st. Each nonprofit is using its unique intake system and eligibility criteria to screen applicants. This decentralized approach will make it difficult to evaluate the impact of rental relief in Cleveland, and the city will therefore not be part of our longitudinal evaluation study, although it is included in our cross-city program design analysis.
