THE PROJECT
|
Baltimore’s Temporary Rent Support (TRS) Program is a $16 million program funded by CARES Act CDBG funds and operated by the Department of Housing and Community Development in collaboration with the Mayor’s Office of Homeless Services and CAP (Community Action Partnership) centers. TRS enrolled applicants July 1st – July 19th. The program subsidizes COVID-19-related rental arrears for the months of April, May, and June. In order to receive assistance, renters must dedicate 30% of their monthly income to rental arrears and landlords must discount arrears by 20%; the subsidy covers the remaining 50% of arrears.
During the TRS application window, HIP provided daily data analytics on the applicant pool. HIP is now working with the City of Baltimore to evaluate the impact of rental assistance on tenants' short- and long-term housing, health, education, and economic outcomes through a longitudinal survey. |
