LOS ANGELES

HIP has partnered with the City of Los Angeles, the County of Los Angeles, and the California Community Foundation to evaluate their respective rental assistance programs, which will cumulatively distribute over $200 million in rental assistance in Greater Los Angeles.

THE PROJECT
Los Angeles’ Emergency Rent Assistance Subsidy (ERAS) is a $103 million program expected to serve 50,000 households – making it the largest municipal rent relief program in the country. ERAS will provide $2,000 per household as a one-time payment paid directly to landlords. In exchange, landlords must agree not to evict tenants during the state of emergency or increase rent for a year following the receipt of subsidy. The program launched on July 13th. HIP is conducting a longitudinal survey of tenants to measure the impact of receiving relief, as well as a survey of landlords to better understand their participation in the program.

Los Angeles County's COVID-19 Rent Relief Program, operated by the Los Angeles County Development Authority (LACDA), is a $100 million program that will support vulnerable tenants and their landlords with a large lump sum payment. The program launched on August 17th. HIP is conducting a longitudinal survey of tenants to measure the impact of receiving relief.

In addition, the California Community Foundation (CCF), in partnership with the Housing Rights Center and others, has created a rent relief program to direct up to $4,500 per household to 200 especially vulnerable L.A. County households. The program launched on July 6th and HIP is collaborating with CCF to conduct an evaluation.
